Brown was born on November 9, 1952, in Mansfield, Ohio. His father is Charles Gailey Brown, a doctor, and his mother is Emily.

Brown began his political career in 1974 when he ran for the Ohio House of Representatives and has served in various positions. He was the youngest person elected to the Ohio House of Representatives and was elected three times, from 1975 to 1982.
