Hutchinson was born in Bentonville, Arkansas, on December 3, 1950. He graduated with a B.S. in accounting from Bob Jones University in 1972 and a J.D. from the University of Arkansas School of Law in 1975.

Hutchinson worked as a city attorney in Bentonville from 1977 to 1978 and as a U.S. attorney appointed by President Ronald Reagan (R), for the Western District of Arkansas from 1982 to 1985.
