Rodrigo served as the World Bank’s country director for Indonesia and other American, European, and Asian nations before being appointed minister.

He received a four-month scholarship from the Harvard University Institute for International Development in 1992, just before finishing his Ph.D., to undertake field research in Indonesia on poverty, rural poverty, microenterprise, and medium enterprise issues.

The World Bank gave him a position in exchange for publishing his findings when he received his doctorate.

Chaves stated that he decided to resign from his position with the World Bank and move back to Costa Rica because he felt that if he had asked for a leave of absence, there might have been a conflict of interest due to the interactions he needed to have with that institution as part of his ministerial management.

Chaves was accused of sexual harassment, and when the results of the inquiry into those claims were made public in August 2021, it was speculated that this may have been the cause of his resignation from the World Bank.

The World Bank’s administrative tribunal observed that an internal investigation discovered Chaves made unwanted remarks regarding physical appearance, frequent sexual innuendo, and unwanted sexual advances against several bank workers between 2008 and 2013.

In a letter to Chaves, the bank’s human resources division repeated these details but chose to discipline Chaves for misconduct rather than sexual harassment. Chaves denied all claims of sexual harassment.
