Hailing from a military family frequently relocated overseas, she was born in New York City. Kelly pursued her higher education at Bradley University in Illinois, earning a Bachelor of Science in psychology in 1971.
She furthered her studies at Indiana University, obtaining a Master of Science in therapeutic recreation. In recognition of her accomplishments, Kelly was honored with the Bradley University Distinguished Alumna Award and inducted into Bradley’s Centurion Society on October 4, 2021. Her professional career commenced as a recreation therapist at New York’s Rockland Children’s Psychiatric Center.
In 1979, Kelly married Ted Daughety, a doctor, and together they have two grown daughters named Molly and Kathleen. Relocating to Topeka, Kansas, in 1987, she assumed the role of executive director of the Kansas Recreation and Park Association until 2004. Kelly entered politics in 2004 when she was elected to represent the 18th district in the Kansas Senate. Throughout her 14-year tenure in the Senate, she actively participated in the Appropriations Committee and the Ways and Means Committee.
Kelly’s gubernatorial journey began in 2018 when she contested the Kansas governorship.
