The Special Counsel investigation looked into Russian election meddling in 2016, ties between Trump associates and Russian officials, and potential obstruction of justice by Trump and his allies. From May 2017 to March 2019, Special Counsel Robert Mueller oversaw the investigation. The Russia investigation, the Mueller investigation, and the Mueller probe were all terms used to describe the research. The Mueller report indicated that while the Trump campaign welcomed Russian involvement and planned to benefit from it, there’s been insufficient evidence to charge Trump or his associates with conspiracy. Because of a Justice Department policy prohibiting federal indictment of a sitting president, the investigation could not decide whether Trump obstructed justice. As a result of the study, charges were filed against 34 people and three corporations, resulting in eight guilty pleas and a trial conviction.
The probe included a criminal investigation into the possible conspiracy against President Trump and members of his campaign and administration. Deputy Attorney General Rod Rosenstein started the Mueller investigation. Due to a lack of Senate-confirmed U.S. attorneys, Mueller, the former FBI director, was nominated to lead the investigation. The firing of James Comey influenced the decision to appoint a Special Counsel. The Mueller investigation took over the FBI’s investigation, which the bureau dubbed Crossfire Hurricane.
According to the investigation’s authorization paper, the scope of the inquiry includes claims of “links and/or cooperation” between the Russian government and persons associated with the Trump campaign. First claims of Russian interference in the elections
On September 22, 2016, Senator Dianne Feinstein and House member Adam Schiff, the top Democratic party on the Senate and The House Intelligence Committees, respectively, issued the first public US official accusation of Russian election meddling. The US Intelligence Agencies issued a similar statement after fifteen days. In January 2017, the Office of the Director of National Intelligence, then led by Obama appointee James Clapper, issued a report claiming that Russian leadership had favored presidential candidate Donald Trump over rival Hillary Clinton and that Russian President Vladimir Putin had personally ordered an “influence campaign” to harm Clinton’s electoral chances and “undermine public faith in the US democratic process.”
Was there coordination between Trump’s team and Russia’s?
Because “collusion” “is not a specific offense or theory of liability found in the United States Code, nor is it a term of art in federal criminal law,” investigators “applied the framework of conspiracy law,” rather than the concept of “collusion,” to determine whether Trump campaign members committed a crime concerning Russian interference. They also looked into whether Trump’s team “coordinated” with Russia, with “coordination” defined as “a tacit or explicit agreement between the Trump campaign and the Russian government on election meddling.” According to the investigators, simply having “two parties executing acts informed by or responsive to the other’s actions or interests” was not enough to prove coordination. The FBI was already investigating suspected ties between the Trump campaign and Russians when Sussmann provided the material.
The probe “discovered several linkages between both the Russian government and the Trump campaign,” according to the report. Also, Russia “felt” that a Trump administration would be beneficial to it. The report also asserted the 2016 Trump presidential campaign “expected” to benefit electorally from Russian hacking efforts. “The investigation found no evidence that members of the Trump campaign collaborated or coordinated with the Russian government in its election-meddling efforts,” the investigation concluded. The evidence was not always complete due to encrypted, deleted, or unsaved communications and misleading, partial, or denied testimony.
